Osarius national football development program
The Osarius national football development program was a plan set in motion by the Osarian Football Association following the team's shock exit in the group stage of World Cup 72, just two years after their second back-to-back world championship win. The program was designed to help identify potential world class footballers as early in their development as possible, and bring them through a system which would condition them to play "the Osarian way" long before they reached senior level.
In addition, the program introduced several incentives for clubs to invest in their youth academies and facilities. There were rule changes to the Osarian League of Association Football – which also partly applied to Osarian LigAnaia clubs – designed to get young talented Osarian footballers playing competitive football sooner, too. The OFA, on top of all this, committed to spend billions of credits on grassroots football, and coaching development to aid their plan.
The plan was implemented immediately after World Cup 72, and built on the previous work of Lord William Kenterbury in an attempt to re-establish Osarius as a major force in world football. As part of the plan, the national team was split into four main "units"; Senior, Developmental, Youth, and Junior. A fifth unit for under-14s and below was also established, but operates differently. All the designated units are independent of each other, but expected to work in tandem to graduate talented players through the various levels of international football. To facilitate this, the OFA appointed a Head of Development to oversee the program, coming into effect prior to the re-launch of the Osarian national league, before World Cup 76.
